I find that this is where a lot of exam takers get tripped up, because the answers feel like common sense until you read the choices and realize Google has a specific sequence in mind.
This article walks through the two ideas that anchor the adoption section: the order in which adoption decisions should be made, and the dual-pronged approach to setting enterprise AI strategy.
The principle Google Cloud puts forward is to start with why. Define the business problem first. After that, and only after that, address technology, infrastructure planning, model selection, and workforce training. The sequencing matters because AI projects fail more often from unclear business goals than from technical issues. You can have the best model on the market, the most robust infrastructure on Google Cloud, and a fully trained team, and still produce nothing of value if you never clearly defined the problem you were solving.

When a question gives you a scenario where a team is debating model selection or infrastructure choices and asks what they should do first, the answer is almost always to step back and confirm the business problem and success metrics are defined.
Once an organization commits to defining the business problem first, the next question is who defines it. The Generative AI Leader curriculum answers this with a dual-pronged approach that combines top-down strategic direction with bottom-up ground intelligence. Neither prong alone is sufficient.
The top-down prong begins with leadership. Leaders connect business priorities to specific AI domains, decide which areas of the organization should invest in AI, and set the governance and compliance frameworks the initiative will operate within. The flow moves from leadership through business goals and AI domains, through governance and compliance, and finally reaches the operational layers, including operations teams, data and analytics teams, and customer-facing teams.
The contribution of the top-down prong is alignment. It ensures that AI investments are anchored to organizational strategy rather than driven by individual enthusiasm for the technology.
The bottom-up prong starts at the same operational layer, the teams that actually do the work every day. These teams identify their own use cases and challenges. They crowdsource ideas from employees working in the field. They understand the real problems AI could practically solve, and they gather feedback on implementation needs. That ground-level intelligence rises up through crowdsourced ideas and feedback, through real use cases and challenges, and arrives at leadership in the form of grounded AI investment decisions.
The contribution of the bottom-up prong is reality-testing. It ensures that AI investments reflect actual operational friction, not just executive assumptions.
A purely top-down strategy risks being disconnected from the real friction points employees face every day. A purely bottom-up approach risks being fragmented and misaligned with business priorities. When both work together, leadership setting direction while the field surfaces real problems, the result is a strategy that is both strategically sound and practically grounded.
On the exam, watch for scenarios that describe one prong without the other and ask what is missing. If executives have set AI domains and governance but no one has surfaced actual operational use cases, the answer involves bottom-up engagement. If frontline teams are running scattered AI experiments with no overarching governance or alignment to business goals, the answer involves top-down direction.
Two things from this section deserve to be at the top of your memory on test day. First, the four-layer sequence: business problem, measurable outcomes, models and infrastructure, staff training. Second, the two prongs of enterprise AI strategy: top-down for strategic alignment, governance, and investment focus, and bottom-up for real use cases, field feedback, and grounded implementation intelligence.
